On November 26, the 2021 Yangtze River Delta Urban Development Forum jointly held by SUCC (Shanghai Urban Construction Vocational College), Shanghai Urban Science Research Society and Shanghai Construction Vocational Education Group was held in Fengxian Campus. With the theme of “Energizing Talents • Opening up a New Prospect for Development”, the important issues such as: energizing the urban talent vitality under the background of Yangtze River Delta integration, the construction and development of city economy with talent environment, talent quantity and talent contribution in small and medium-sized cities in the Yangtze River Delta, and Yangtze River Delta industrial system and regional coordinated development were further discussed in this forum. Shu Jinlong said that higher education, especially higher vocational education, is an important breakthrough in the process of promoting the integration of the Yangtze River Delta. In this forum, a platform for showing the achievements and experiences of urban development in the Yangtze River Delta, gathering the wisdom of urban research in the Yangtze River Delta, and promoting the exchange and interaction among the government, universities and enterprises in the Yangtze River Delta was established, which has an important significance in promoting the cooperation of construction colleges in the Yangtze River Delta, promoting the higher level of cooperation and opening of higher vocational education, and making suggestions for the urban development of the Yangtze River Delta. Dr. Gao Fang released the research result “City Development Report 2020 of Yangtze River Delta - Research on the Vitality of Small and Medium-sized Cities in Yangtze River Delta • Talents” on behalf of Urban Development Research Center of SUCC. This report focuses on the talent vitality of small and medium-sized cities in the Yangtze River Delta, and forming the evaluation index system of talent vitality in small and medium-sized cities of Yangtze River Delta from three dimensions of talent environment, talent capacity and talent contribution. The index system includes 3 Level-I indexes, 8 Level-II indexes and 24 Level-III indexes. She adopted the linear function comprehensive evaluation method to construct a comprehensive evaluation model of talent vitality in small and medium-sized cities in the Yangtze River Delta to quantitatively evaluate the development vitality of small and medium-sized cities in the Yangtze River Delta, further analyzing on the advanced experience and practice, problems and challenges in the development of small and medium-sized cities in the Yangtze River Delta, and putting forward some measures and suggestions for the next development.
Wang Rong and Gan Aipin, vice principal of SUCC, jointly unveiled the nameplate of “Professional Committee for Development Research of Small and Medium-sized Cities of Shanghai Society of Urban Studies”. The special committee will organize and carry out relevant theoretical research on the major subjects such as development orientation, development path, development comparison, development evaluation and development law of small and medium-sized cities in the context of Yangtze River Delta integration strategy, organizing and undertaking the projects entrusted by cities, holding forums and conferences on the development of small and medium-sized cities, submitting decision-making advisory reports to the government and relevant departments, and forming a series of research results on small and medium-sized cities.
Zhang Baochuan and Shang Huiping, director of Publicity Department of SUCC, jointly unveiled the nameplate of “Innovation and Development Research Institute of Huaihe Ecological Economic Belt”. Based in Bengbu, the institute will further research on the cooperation mechanism between central area of Yangtze River Delta and less developed area of Northern Anhui, coordinated development path, industrial transfer and industrial agglomeration construction, the mechanism for preventing return to poverty in poverty-stricken areas, rural revitalization, and forming a series of research results.
Cao Xuejuan made a speech of “Making an Independent Effort - Innovative Practice of ‘Breaking Boundary’ in Public Service in the Integration Demonstration Area of Yangtze River Delta”, introducing the a new cross-domain governance model featuring statutory institutions, co-governance by the industry and market operation from three aspects of increasing institutional innovation, improving project display, and making people's lives more felt. Combined with a large number of work examples in the demonstration area, she introduced the construction conditions of integrated demonstration area, sharing three principles of “people-centered, highlighting the orientation of the integrated experimental field and insisting on the reasonable and moderate integration standards”, and fully demonstrating the blueprint for the high-quality development of the Yangtze River Delta integration.
Wang Yi made a speech of “Talent Strategic Pattern in the New Era: Important Talent Center and Strategy Support”, interpreting the spirit of Party Central Committee talent work conference, and analyzing the new pattern of global talent and the new situation of domestic talent, and putting forward a new layout for implementing the strategy of reinvigorating China through talents in the new era.
